Tunica County is requesting sealed bids for construction of the TCUD Wastewater Collection Pump Station Rehabilitation. All bids shall be marked:

The duplicate Proposals shall be in the form of (1) one original Proposal, marked "ORIGINAL" and (2) one photocopy (xerox or similarly reproduced copy) marked "PHOTOCOPY " of the original Proposal.

If Proposals are forwarded by the U.S. Postal Service, delivery shall be by Registered or Certified Mail. All bids shall be submitted to Tunica County at 4:00 P.M. local time on 7/15/2024 at the Tunica County Courthouse, 1300 School Street, Tunica, MS 38676. Bids will be opened at the Tunica County Courthouse, 1300 School Street, Tunica, MS 38676. Any bid received after 4:00 P.M. will not be opened. The Tunica County Board of Supervisors reserves the right to reject any or all bids.

The work shall consist essentially of the following type items:

  1. Clean existing wetwells, removing grit and solids;

  2. Remove and replace discharge piping, guide rails, wall supports, and base elbows;

  3. Remove and replace submersible pumps;

  4. Remove and replace check valves and gate valves;

  5. Remove and replace electrical control panels; and install SCADA equipment, and

  6. Provide by-pass pumping, as needed, to maintain continuity of wastewater collection services.

Special Damages – In addition to the amounts provided for liquidated damages, Contractor, in the event of such default, shall pay to the Owner the actual costs reasonably incurred by Owner for engineering and inspection forces employed on the work after the time stipulated for completion of the work.

Bidder must be qualified under Mississippi Law and show current Certificate of Responsibility issued by the Mississippi State Board of Public Contractors establishing his classification as the value and type of construction on which he is authorized to bid.

Each Bidder shall write his Certificate of Responsibility Number on the outside of the sealed envelope containing his proposal. The outside of the envelope should also bear the Bidder’s name, address, and name of the project for which the Bid is submitted.

The plans and specifications for the project are being made available via original paper copy or digital file. Plan holders are required to register for an account at www.neel-schafferplans.com to view and order Bid Documents. All plan holders are required to have a valid email address for log-in or registration. Bid documents are nonrefundable and must be purchased through the website. If a Contract Award is made, the successful Bidder will be furnished (free of charge) two (2) additional sets of the Plans and Specifications.

In the event all Bids are rejected, and the Project is re-advertised, the original Bidders shall NOT be entitled to free Proposals for the subsequent letting.

The Owner hereby notifies all Bidders that it will affirmatively insure that disadvantaged and woman-owned business enterprises will be afforded the full opportunity to submit bids in response to this invitation. When considering the award of any contract resulting from this invitation, the Owner will not discriminate against any bidder on the grounds of race, gender, or national origin.

Any contract or contracts awarded under this invitation for bids are expected to be funded in whole or in part by anticipated funds from the ARPA Mississippi Municipality & County Water Infrastructure Grant Program (MCWI). Neither the State of Mississippi nor any of their employees is or will be a party to this invitation for bids or any resulting or related contracts. This procurement will be subject to all applicable sections of the Mississippi Code of 1972, Annotated, as they apply to local governments, in accordance with MCWI Program Regulations.
