Notice is hereby given that the City of Long Beach, Mississippi, will receive bids at City Hall, located at 201 Jeff Davis Avenue, Long Beach, Mississippi, 39560, until 10:00 a.m., Local Time, on Tuesday, July 23, 2024, for the following:

Long Beach Railroad Crossing Grade Improvements
Project Federal Aid Project No. STP-0295-00(021)LPA/108427-701000

All bids received will be publicly opened and real aloud on Tuesday, July 23, 2024 shortly after 10:00 a.m., Local Time.

The work shall consist essentially of the following items:

Earthwork, concrete sidewalk, asphalt pavement, drainage improvements, striping, and utility adjustments. All other related items of work required to complete the project as shown and specified in the Contract Documents.

The above general outline of features of the work does not in any way limit the responsibility of the contractor to perform all work and furnish all plant, labor, equipment and materials required by the specifications and the drawings referred to therein.

The attention of bidders is directed to the Contract Provisions governing  selection and employment  of labor. Minimum wage rates for Federal-Aid  projects  have been  predetermined  by the Secretary  of Labor and are subject to Public Law 87-581 Work Hours Act of 1962, as set forth in the Contract Provisions.

A Pre-Bid Conference for this project is scheduled for 10:00 a.m., Local Time. July 2. 2024. in the City Hall Board Room located at 201 Jeff Davis Avenue, Long Beach. Mississippi, 39560. Attendance at the Pre-Bid Conference is highly encouraged but is not mandatory.

The City of Long Beach hereby hereby notifies all Bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged and women's business enterprises will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, age, disability, religion or national origin in consideration for an award.

The award of this contract will be contingent upon the Contractor satisfying the DBE/WBE requirements.

Copies of the plans, specifications and proposal documents may be examined at the following locations:

Plans and specifications may be examined  without charge during regular  business  hours  (8:00 a.m. - 5:00 p.m., Monday - Friday), and may be obtained electronically from www.neelĀ­ schafferplans.com. A valid e-mail address is required for registration to the website. In order to be placed on the plan holder's list to receive addenda, all interested parties will need to purchase bid documents from www.neel-schafferplans.com and purchases are non-refundable. For questions regarding the website registration and online orders, please contact web support at (228) 248-0181.

Each bid shall be accompanied by a Cashier's check, Certified Check on a solvent bank or a Bidder's Bond issued by a Surety Company licensed to operate in the State of Mississippi, in the amount of five percent (5%) of the total bid price, payable to the City of Long Beach as bid security. Bidders shall also submit a current financial statement, if requested by the City. The successful bidder will be required to furnish a Performance Bond and a Payment bond each in the amount of one hundred percent (100%) of the contract amount.

BIDS SHALL BE DELIVERED TO THE CITY CLERK'S OFFICE, SUITE 202 CITY HALL BUILDING, 201 JEFF DAVIS AVENUE, LONG BEACH, MISSISSIPPI, 39560.

The proposal and contract documents in its entirety shall be submitted in a sealed envelope marked plainly, Long Beach Railroad Crossing Grade Improvements Project, Federal Aid Project No. STP-0295-00(021)LPA/108427-701000 and addressed to the City Clerk's Office, City of Long Beach, P.O. Box 929, Long Beach, Mississippi, 39560. No stripped bids will be accepted.

Bidders have the option of submitting their bids sealed in an envelope or through the electronic bid submission link at www.neel-schafferplans.com. If bids are submitted electronically, the same requirements for submitting sealed bids shall apply. Electronically submitted bids shall include a document with the first page stating the same language required on the face of the sealed envelope.

Work to be performed shall be in accordance with the "Mississippi State Highway Standard Specifications for Road and Bridge Construction, 2017", together with all amendments and/or special provisions and/or addenda to the standards duly approved and adopted, unless otherwise noted in these specifications.

The attention of Bidders is directed to the provisions of Subsection 102.07 pertaining to irregular proposals and rejection of bids.
