Notice is hereby given that the City of Moss Point, Mississippi, will receive sealed bids at the Mayor’s Office, City Hall,
until 2:00 p.m. on Tuesday, December 3, 2024 for the following:

Robinhood Sewer Replacement Project

The work for which proposals are invited consists of the furnishing and installing of new sewer lines and manholes to replace the existing failing sewer system. The location of this project is Robinhood Drive in Moss Point, Mississippi.

The full bid package, which includes the complete and detailed scope of the work, can be viewed, and obtained by visiting www.cityofmosspointbids.com.

Bids are due at 2:00 p.m., Tuesday, December 3, 2024, and may be submitted electronically at www.cityofmosspointbids.com, or either be mailed or hand-delivered to: City of Moss Point, City Clerk’s Office, 4320 McInnis Ave, Moss Point, MS 39563. Bids submitted by e-mail or fax will not be accepted. The bid opening will take place at 2:00 p.m. at Moss Point City Hall Meeting Room, 4320 McInnis Avenue, Moss Point, MS, and will be open to the public. The City of Moss Point reserves the right to accept or reject any bids.

If bids are submitted electronically, the same requirements for submitting sealed bids shall apply. Electronically submitted bids shall include a document with the first page stating the same language required on the face of the sealed envelope.

The successful bidder will be required to furnish a 100% Payment and Performance Bond if the bid equals or exceeds $25,000. If the bid is less than $25,000, the City of Moss Point may elect to make a lump sum payment at the completion of the job, in which case a payment and performance bond shall not be required.

Proposals must be accompanied by a Proposal Guaranty consisting of a Bid Bond, Cashier’s Check or Certified Check in the amount of 5% of the amount of the bid.

All persons having a contract with the City of Moss Point must adhere to the City's policy concerning non-discrimination without regard to race, creed, color, age, sex, national origin, or handicap.

On bids which equal or exceed $50,000, Certificate of Responsibility classification issued by the Mississippi State Board of Contractors shall be written on the outside of the envelope containing the bids. Bids of less than $50,000 will be marked on the outside that the bid contained within does not exceed $50,000.

Bids which are for work outside of the classification listed for any bidder may be deemed unresponsive.

This contract is funded in whole or in part with HUD Community Development Block Grant Disaster Recovery funding through the Mississippi Development Authority and is subject to all applicable rules, regulations, conditions, and assurances as prescribed by the Mississippi Development Authority’s (MDA) Community Development's Block Grant Program, as well as the U.S. Department of Housing and Urban Development's Community Development Block Grants: State's Program Final Rule (24 CFR Part 570), and to each and every Federal and State Statute and guideline affecting the application for, receipt of, and expenditure of Community Development Block Grant funds. It is also subject to such further rules, regulations, and policies as may be reasonably prescribed by the State or Federal Government consistent with the purposes and authorization of P.L. 97-35 and P.L. 98-8.

This project is subject to Section 3 of the Housing and Community Development Act of 1968 (12 U.S.C. § 1701u) (“Section 3”). Section 3 requires that, to the greatest extent feasible, hiring, and contracting opportunities be afforded to low- and very low-income persons.

Davis-Bacon Act requirements apply to all construction activities under this contract.

Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs. All bidders must make positive efforts to use small and minority owned business and women business enterprises.

Written questions may be submitted by mail to the address shown above, by e-mail or FAX. The question period will end at 5:00 pm, 7 calendar days prior to the bid opening date.

Contract time shall be 120 consecutive calendar days from the Notice to Proceed Date. Liquidated damages will be assessed for each consecutive calendar day thereafter in the amount of Five Hundred dollars ($500.00).

Special Damages - In addition to the amounts provided for liquidated damages, Contractor, in the event of such default, shall pay to the Owner the actual costs reasonably incurred by Owner for engineering and inspection forces employed on the work after the time stipulated for completion of the work and other costs as may be reasonably incurred.

Bidder must be qualified under Mississippi Law and show current Certificate of Responsibility issued by the Mississippi State Licensing Board for Contractors establishing his classification as to the value and type of construction on which he is authorized to bid.

Bid Award

The City of Moss Point, MS reserves the right to accept or reject any or all Bids or parts of Bids, to waive any formalities and technicalities. Awards, if made, will be made from the lowest and best Bid and the Bid most advantageous to the OWNER. No bid may be withdrawn until the expiration of Ninety (90) days from the date bids are opened.
