Sealed bids will be received by the City of Horn Lake until 10:00 A.M., TUESDAY, NOVEMBER 26, 2024, at Horn Lake City Hall 3101 Goodman Road, Horn Lake, Mississippi 38637 for supplying all labor and materials (as specified) necessary for the Meadowbrook Water Treatment Plant Improvements. All local, state, and federal special conditions and regulations will be adhered to.

The work shall consist essentially of the following type items for Meadowbrook Water Treatment Plant Improvements

  1. Installation of a 600 gpm fiberglass induced draft aerator and steel support system on existing concrete clearwell,

  2. Cleaning and lining of existing concrete ground clearwell,

  3. Installation of two 600 gpm vertical turbine service pumps on existing concrete clearwell,

  4. Installation of powder lime feed system including fiberglass building,

  5. Installation of chlorine feed system including fiberglass building and concrete slab,

  6. Installation of phosphate feed system including fiberglass building and concrete slab,

  7. Installation of yard piping,

  8. Installation of new electrical system,

  9. Upgrade of existing SCADA system components,

  10. Tree removal from site perimeter, and

  11. Installation of new 6’ chain link perimeter fence.

The above general outline of features of the work does not in any way limit the responsibility of the Contractor to perform all work and furnish all plant, labor, equipment and materials required by the specifications and the drawings referred to therein. Bidders are expected to inspect the site of the work as provided in the Instructions to Bidders and to inform themselves of all local conditions. Contract time shall be 300 consecutive calendar days from the effective date shown in the Notice to Proceed. Liquidated damages will be assessed for each consecutive calendar day thereafter in the amount of Seven Hundred Fifty Dollars ($750.00). Special Damages - In addition to the amounts provided for liquidated damages, Contractor, in the event of such default, shall pay to the Owner the actual costs reasonably incurred by Owner for engineering and inspection forces employed on the work after the time stipulated for completion of the work.

Bidder must be qualified under Mississippi Law and show current Certificate of Responsibility issued by the Mississippi State Board of Public Contractors establishing his classification as to the value and type of construction on which he is authorized to bid. Each Bidder shall write his Certificate of Responsibility Number on the outside of the sealed envelope containing his proposal. The outside of the envelope should also bear the Bidder’s name, address, and name of the project for which the Bid is submitted. Proposals shall be submitted in duplicate, sealed and deposited with the Horn Lake City Clerk prior to the hour and date hereinbefore designated. No bidder may withdraw his bid within ninety (90) days after the actual date of the opening thereof.

Awarding public contracts to non-resident Bidders will be on the same basis as the non-resident bidder's state awards contracts to Mississippi Contractors bidding under similar circumstances. In order to ensure that Mississippi's so-called Golden Rule is followed, state law requires a non-resident bidder to attach to his bid a copy of his resident state's current laws pertaining to such state's treatment of non-resident contractors. Each Bidder must deposit with his proposal, a Bid Bond or Certified Check in an amount equal to five percent (5%) of his bid, payable to the City of Horn Lake, as bid security. Bidders shall also submit a current financial statement, if requested by the City. The successful bidder will be required to furnish a Payment Bond and Performance Bond each in the amount of one hundred percent (100%) of the contract amount.

Contract Drawings, Contract Specifications, and Bid Forms must be purchased in order for a bid to be submitted.
