Sealed bids for the project described below will be received by the Jackson County Airport Authority (herein called “JCAA” or the “Owner”) until 11:00 A.M. local time, Thursday, January 23, 2025. Bids may be electronically submitted through the Online Plan Room (https://www.neel- schafferplans.com/jobs/public); sealed bids may be submitted to the Office of Executive Director, Trent Lott International Airport, 8301 Saracennia Road, Moss Point, MS 39563-8478. Bids received after the stated time will be returned unopened.

The work is generally described as follows:

Base Bid: The civil aspects of work include the following: construct concrete apron expansion, reconstruct portion of concrete apron with grade changes, construct asphalt connector taxiway, perform miscellaneous concrete pavement repairs. The work required to accomplish the project is expected to include but is not limited to Cold Milling of Asphalt Pavements, Earthwork, Soil Cement, Crushed Aggregate Base Course, Concrete Paving, Asphalt Paving, Pavement Markings, Turfing, and Airfield Traffic Control and Safety. The electrical aspects of work include the following: Install new taxiway lighting system for new connector taxiway, and rehabilitate the existing taxiway lighting system for the airport including replacement of taxiway edge lights, transformers, and conductors in existing cans and conduits. The work required to accomplish the project is expected to also include electrical vault modifications, control panel replacement, and replacing conductors from electrical vault to ATCT.

Additive Bid Alternate No. 1: The work is anticipated to include the following: reconstruct portion of concrete apron without grade changes.

The contract time for the Base Bid and Additive Bid Alternate No. 1 is 365 calendar days subject to the restrictions shown in the phasing schedule. The contract time for the Base Bid Only is 341 days calendar days subject to the restrictions shown in the phasing schedule. Liquidated damages will be assessed for each calendar day thereafter as shown in the Contract Documents.

A Pre-Bid Conference is planned for this project on Tuesday, January 7, 2025 at 1:30 P.M. at the Conference Room at the Trent Lott International Airport, 8301 Sarracenia Road, Moss Point, MS. It is strongly recommended that prospective bidders attend the Pre-Bid Conference. A site visit will take place immediately following the Pre-Bid Conference.

Bidders must be qualified under Mississippi Law and show a current Certificate of Responsibility issued by the Mississippi Board of Public Contractors establishing classification as to the value and type of construction work on which he is authorized to bid.

ALL BIDDERS must be properly licensed contractors at the time of submitting bids in accordance with the provisions of the State of Mississippi. Contractors submitting a written sealed bid must indicate their current Mississippi Certificate of Responsibility number on the outside of the sealed envelope containing their Bid as well as on their Bid. If the Bid is being submitted electronically through the Online Plan Room, the Mississippi Certificate of Responsibility number must be included as an attachment with the electronic bid submittal as well as on their Bid. To be considered, a bid for North Apron Expansion & Taxiway Lighting Rehabilitation must be sealed, and have clearly written on the face of the envelope the following: “Sealed bid enclosed for Jackson County Airport Authority North Apron Expansion & Taxiway Lighting Rehabilitation to be opened 11:00 AM, January 23, 2025” or if submitted electronically through the Online Plan Room, the first page of an electronically submitted bid must state the same language as required on the face of the sealed envelope.

Bidder’s attention is invited to the Instructions to Bidders relative to pre-award, equal employment opportunity requirements, and non-segregated facilities.

Bids must be submitted on the standard form of bid proposal and must include a Bid Bond in the amount of 5% of the Bid. The successful bidder will be required to execute the standard form of Contract and Agreement, together with a 100% Performance Bond and a 100% Payment Bond, within 10 days after formal award of the contract. If the bid is being submitted electronically, originals of the bid bond, signed or countersigned by a Mississippi Resident Agent, with Power of Attorney attached, a cashier’s check or certified check for five (5%) percent of bid, payable to the Owner must be delivered to the Jackson County Airport Authority within two business days of the bid opening time and date.

The bidder shall guarantee to hold his bid good and may not withdraw his bid for a period of 120 calendar days after the scheduled closing time for receiving bids.

The attention of bidders is directed to the Section B, Instructions to Bidders regarding the funding sources and agency reporting requirements for the project. The proposed work is funded through a combination of grants through the FAA’s Airport Improvement Program (AIP) and Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast States Act of 2012 (RESTORE Act). The successful bidder shall be required to meet the requirements of each agency as described in the Contract Documents.

Any contract awarded under this Invitation for Bids may be paid for in whole or in part with grant funding from the United States Department of the Treasury (“Treasury”) and the Mississippi Department of Environmental Quality (“MDEQ”) under the Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast States Act of 2012 (RESTORE Act). Any contract resulting from this solicitation will be subject to the terms and conditions of the funding award, the RESTORE Act Financial Assistance Standard Terms and Conditions and Program-Specific Terms and Conditions, the Standard Sub-Award Terms and Conditions, the RETORE Act, 33 U. S. C. 1321(t), Treasury Regulations 31 C. F. R. § 34 et seq., including 31 C. F. R. §§ 34, Subpart D, all applicable terms and conditions in 2 C. F. R. Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs.

All bidders must make positive efforts to use small and minority owned business and women business enterprises.

This project is subject to the requirements of the Davis-Bacon Act, as amended. The Contractor is required to comply with wage and labor provisions and to pay minimum wages in accordance with the schedule of wage rates established by the United States Department of Labor.

The attention of bidders is directed to the Contract Provisions governing selection and employment of labor. Minimum wage rates have been predetermined by the Secretary of Labor and are subject to Public Law 87- 58-1, Work Hours Act of 1962, as set forth in the Contract Provisions.

The project is subject to the requirements of 49 CFR Part 26 Disadvantaged Business Enterprise Participation. The Owner hereby notifies all bidders that it will affirmatively ensure that in any contract entered pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, religion or national origin in consideration for an award. The award of this contract will be contingent upon the Contractor satisfying the DBE requirements. The DBE participation goal for this contract is 9.85%. The bidder (proposer) will be required to submit information concerning the DBE’s that will participate in this contract (subcontract). The information will include the name and address of each DBE, a description of the work to be performed by each named firm, and the dollar value of the contract (subcontract). If the bidder fails to achieve the contract goal as stated herein, the bidder must include documentation demonstrating that it made good faith efforts in attempting to do so. A bid that fails to meet these requirements will be considered non-responsive. JCAA will create and maintain a bidders list. The purpose of the list is to provide as accurate data as possible about the universe of DBE and non-DBE contractors and subcontractors who seek to work on JCAA DOT-assisted contracts, for use in helping to set overall goals. The bidders list will include the name, address, DBE and non-DBE status, age of firm, and annual gross receipts of firms. This information will be collected in the following way(s): All bidders must complete and submit Data Collection Form for Bidders and Sub-contractors (Reference Bidder and Subcontractor Information (Both DBE and Non-DBE) Form) with bid. Failure to submit Data Collection Form for Bidders and Sub-contractors may cause the bidder’s proposal to be rejected by the Owner as non-responsive.

The project, if awarded, will be awarded to one bidder submitting the lowest best bid that is responsive and responsible subject to concurrence by MDEQ, MDOT, FAA, and U.S. Treasury Department in order of the Owner’s preference listed below for the following scenarios based on maximizing without exceeding the available funding:

1. The sum of the Base Bid Schedule and Additive Bid Alternate No. 1
2. The sum of the Base Bid Schedule
